The World Learns from Badak NGL, Bontang

Expatriates at PT Badak NGL complex in South Bontang, East Kalimantan are not something irregular. They have been here since the early development of liquefied natural gas plant in 1970s.

Those foreigners fill the canteen for breakfast, eating foods presented according to their tastes. Fried, mashed or baked fries, breads, steak, milk, omelet, boiled egg, sunny side up egg, fruits and juice.

During the day, at break time, they again meet at the canteen with different choices of menu than the morning.

After working in the afternoon, they crowd the street and pedestrian path at the Bontang NGL complex to exercise alone or with friends or family. They can jog, run, soccer, basket, volley ball or swim.

Expatriates are still living in the area although they are not as many as before in the 1970-1980, due to Indonesians improving ability to process gas into high-demand energy source.

What also different is they are no longer white but more tan even dark. The reason is the 2,010 hectares complex also runs as LNG Badak Learning Center and Operation and Maintenance Services (O&M) of several local and foreign oil and gas companies.

Some of them are STATOIL Snohvit LNG, BP Berau Ltd, Tangguh LNG, Yemen LNG Co Ltd, TOTAL S. A, PT Pertamina Gas, and Angola. "There used to be a lot of westerners here but then some dark people (gas training participants from Angola) come to this place (Bontang complex)," said Amri Anwar, Media Relation Officer Badak NGL to journalists who recently came to the Bontang Refinary.

Through BLC, NGL Badak wants to share experiences for more than 30 years in LNG business to other related companies who need operational training and refinery maintenance for its workers

BLC offers Refinery Operator Program, which educates professional operator to start up, shut down and operate LNG plant normally. Maintenance Technician Program, which educates technicians in handling stationary and rotating mechanical equipments, electrical equipments and instrument control.

Moreover, another program being offered is Fire Fighting and Emergency Program which educates on how to deal with specific emergency situations for hydrocarbon and LNG industry.

There is also Technician and Hydrocarbon and LNG Laboratory Analyst Program which educates the participants in order to analyze and supervise the quality standards of products and production processes.

Lastly, the Production Control Program that will drive the participants to become experts in carrying out production planning, scheduling, and shipping.

According to Amri, NGL Badak has tons of experiences in gas field. For example, Badak has been shipping more than 8,000 freights of LNG since 1977 and becomes the largest shipping companies among world's LNG refinery.

NGL Badak is also the world's first oil and gas company which reached level 8 on International Sustainability Rating System (ISRS) and DNV Norway and zero lost time injury frequency (LTIF).

Furthermore, Badak posted the best maintenance and operations cost compared to 16 LNG companies around the world based on SGS Benchmarking Study 2009 and has a fire training facility equipped with the most comprehensive LNG fire fighting facility in the world.

The performance has brought Bontang NGL that established on November 26, 1974 by Pertamina (55%), Huffco Inc (30%), and JILCO (15%) to top notch oil and gas industry in the world.

Besides having a learning center, NGL Badak also offers LNG refinery operations and maintenance service. Badak has top tier employee with qualification, experiences, and competency beyond average.

Badak NGL experts area able to perform commissioning and start up tasks for STATOIL, Snohvit LNG, BP Berau Ltd, Tanggung LNG, and Yemen LNG Co. Ltd. refineries. Papua Nugini will join in the near future.

Not satisfied with BLC and M&O, the company which 10% of its shares owned by Total E&P Indonesia expanded the education service by establishing LNG Academy.

The institution established in corporation with State Polytechnic of Jakarta (PNJ) is the first LNG academy in Indonesia and the world. The first lecture started on September 2011 and officially inaugurated on December 12, 2011.

"This is one of the proofs of our commitment to develop the nation," said Amri, ending the explanation about Badak NGL. (t05/t07)
