IDR40 trillion-toll road projects to be realized as Jakarta local regulation legalized

JAKARTA: Construction project of 6 inner ring roads requiring more than IDR40 trillion investment will be realized immediately following the legalization of local regulation on layout system of DKI Jakarta of 2011-2030.

Head of Regional Development Planning Board of DKI Jakarta Sarwo Handayani said the legalization of local regulation on regional spatial plan of DKI Jakarta 2011-2030 will be scheduled in the end of this year and will be a basis for Toll Road regulatory Agency (BPJT) to begin the project prequalification process.

“This project is a part of the city planning due to parse the traffic congestion in the capital,” he said yesterday.

Previously, the megaproject construction had been stagnant by the legalization of the local regulation aiming to add toll road volume in Jakarta to 105 from 7.2% of total Jakarta area by 650 square kilometers.

The construction of Jakarta inner ring roads will be an alternative way for Provincial Government of DKI Jakarta to construct roads having no huge land and faster time for land acquisition process.

According to Sarwo, the legalization of local regulation could be a positive sign for BPJT to undergo a tender prequalification soon continued by physical tender process.

Process sequences from prequalification to tender will be managed by the central government through BPJT and Provincial Government of DKI Jakarta will participate the physical tender through its locally state-owned enterprises.

He disclosed Provincial Government of DKI Jakarta through PT Jakarta Propertindo and PT Pembangunan Jaya has formed a joint venture named PT Jakarta Tollroad Development.

“Expectedly, Jakarta inner ring roads will be utilized for busway of Transjakarta, though there is no a special way for the transportation.”

Prioritizing first stage

Governor of DKI Jakarta Fauzi Bowo said in 2008 Public Works Ministry had ensured the construction of six inner ring roads to be realized soon as a part of the national-toll road network in Java Island.

“We will prioritize the first stage construction for east-west routes, Semanan-Sunter and Sunter-Bekasi Raya, having 28.88 kilometers length that is projected to support the development of east and west primary central areas,” he confirmed.

An expert on urban planning of Universitas Indonesia, Yayat Supriatna, suggested the provincial government to anticipate the possibility that the construction of inner ring roads and non-toll highways could stimulate people to utilize vehicles because of smooth journey guarantee.(t01/msw)
